Decline Case In Underwriting

Steps to Reproduce

1. Open case
2. Select "Declined"
3. Enter reason
4. Submit

Expected Result

Case declined, policy cancelled

Actual Result

Decline case tab not visible Note: I tested with a case that has it status as 'Pending'

Developer Resolution Notes

Underwriting module functionality exists in codebase (UnderwritingController, views, routes). Tabs are accessible from policy details page. Create underwriting case via Policies > View Policy > Create Underwriting Case button. All workflow actions (assign, medical exam, risk assessment, approve/decline) are available in the case detail view.
